Russia has charged Telegram founder Pavel Durov with terrorism-related offenses, issuing an international arrest warrant due to alleged failures in content moderation.
Russian authorities have charged Telegram founder Pavel Durov with terrorism-related offenses and issued an international arrest warrant, representing a notable escalation in the Kremlin’s ongoing dispute with the messaging platform regarding content moderation.
On Wednesday, Russia’s Federal Security Service (FSB) revealed that the charges are related to Telegram’s purported inability to eliminate content that officials assert was utilized by Ukrainian intelligence services, along with terrorist and extremist organizations. As reported by the FSB, the material facilitated the coordination of sabotage, terrorist attacks, mass killings, and cyber fraud operations within Russia.
The FSB claimed that content shared on the platform facilitated the planning and coordination of activities that posed a threat to Russia’s national security.
Shortly after the announcement, Telegram’s official account on X shared an image of Durov making an obscene gesture. Neither Durov nor Telegram provided an immediate response to the charges or the international arrest warrant.
Established in 2013, Telegram has evolved into one of the largest encrypted messaging platforms globally, boasting over one billion users. The app has emerged as a crucial platform for information sharing following the onset of the Russia-Ukraine war, gaining widespread usage among civilians, government agencies, and military-affiliated channels on both sides of the conflict.
Despite ongoing attempts by Moscow to limit Telegram’s impact while advocating for its state-supported MAX messaging service, the Kremlin, the Defense Ministry, and various other Russian state entities persist in utilizing the platform for official communications.
Durov, originally from Russia, later acquired citizenship in the United Arab Emirates and France. He established the Russian social media platform VKontakte but sold his remaining stake in the company in 2014 due to pressure from Russian authorities.
The recent charges arise as Durov is simultaneously facing an investigation in France regarding claims that Telegram did not effectively address criminal activity on the platform and lacked sufficient cooperation with law enforcement authorities. Durov has rejected any allegations of misconduct.
In February, Russian state media initially reported an investigation into Durov concerning a terrorism-related case. In April, Durov revealed that a legal summons directed to “Suspect P.V. Durov” had been sent to an apartment in Russia where he resided nearly 20 years prior.
At that time, Durov remarked that Russian authorities seemed to be focusing on him for his defense of constitutional protections that ensure freedom of speech and the privacy of personal correspondence. He expressed that he was “proud to be guilty” of standing up for those rights.
Durov’s precise whereabouts have not been officially revealed. Recent updates on his Telegram channel indicated that he was in Dubai in May. A post shared on July 23 mentioned that he had enjoyed his visit to Georgia and expressed hope of returning in the future.
