UN Report Claims Israeli Forces Are Targeting Palestinian Children In Gaza

The findings were published on Tuesday by the United Nations Independent International Commission of Inquiry concerning the Occupied Palestinian Territory, which includes East Jerusalem and Israel. The commission stated that it examined reported abuses involving Palestinian minors following the onset of the conflict between Israel and Hamas on October 7, 2023.
According to the report, approximately 30% of fatalities in Gaza during the conflict period were children. It was reported that at least 20,179 children lost their lives between October 7, 2023, and October 7, 2025, a figure that the commission characterized as markedly higher than in earlier conflicts in the enclave.
The inquiry claimed that Israeli forces employed heavy explosive weapons in densely populated civilian areas, even in light of the significant number of child casualties. It contended that the pattern of attacks demonstrated intentional conduct and implied that children were collectively targeted based on perceived associations between civilians and Hamas or other armed groups.
Furthermore, the report asserted that children continued to be killed even after a ceasefire was implemented in October 2025, which the commission indicated influenced its evaluation concerning intent.
Commission chair Srinivasan Muralidhar indicated that the evidence pointed to the systematic targeting of Palestinian children, noting that such actions jeopardized the long-term survival and development of the Palestinian population in Gaza.
The report also emphasized broader humanitarian conditions, noting that extended military operations, ongoing displacement, and limitations on vital supplies like food, fuel, and medicine have significantly impacted children’s health. It observed an increase in cases of malnutrition, trauma, and psychological distress among minors throughout the territory.
Israeli representatives in Geneva dismissed the allegations, characterizing the findings as misleading and driven by political motives. They stated that Israel implements measures to minimize harm to civilians, including children, and criticized the commission for overlooking what they characterized as Hamas’s tactics and the wider security context.
The response highlighted the humanitarian measures implemented by Israel, such as facilitating medical aid deliveries, launching vaccination programs, and setting up temporary field hospitals.
The commission reported a rise in violence in the West Bank, including East Jerusalem, highlighting that Palestinian children are encountering an increase in incidents of abuse during arrests and detention. These involved accusations of beatings, deprivation, forced stripping, and various other forms of mistreatment, which the report indicated could amount to torture and other inhumane acts.
Israeli authorities rejected these findings, stating that they lack context and asserting that security operations were carried out in response to persistent militant threats in the region.
The report concluded by emphasizing the need for accountability regarding alleged violations and highlighting the long-term humanitarian consequences for children impacted by the conflict.
