UN official is in Rwanda to evaluate the cost of peacekeeping

Michael Mulinge Kitivi, the Director of the Uniformed Capability Support Division at the United Nations Peacekeeping Operations Secretariat in New York, is in Rwanda from September 15 to 18 for a working visit to evaluate the expenses Rwanda incurs during peacekeeping operations.

The Rwanda Defense Force (RDF) made this claim in a statement that was published on X on September 16.

The visit’s objective is to talk with military and law enforcement representatives on issues pertaining to the UN General Assembly-mandated quadrennial survey, which is carried out every four years. Its objective is to evaluate the expenses that participating nations spend while sending troops and police to peacekeeping operations.

During his visit, he met separately with the Rwanda Defense Force’s Chief of Defense Staff, Gen. Mubarakh Muganga; the Rwanda Air Force’s Deputy Chief of Staff, Brig. Gen. Godfrey Gasana; the Permanent Secretary of the Ministry of Defense (MOD), Brig. Gen. Célestin Kanyamahanga; and the Director General of International Military Cooperation in the Ministry of Defense, Brig. Gen. Patrick Karuretwa.

The UN reports that as of July 31, 2025, Rwanda has 5,905 uniformed personnel, comprising 4,682 military and 1,040 constituted police units, ranking second in terms of uniformed personnel participation to UN peacekeeping missions. It came after Nepal, which gave the UN a total of 6,039 uniformed staff.
