During a visit to South Africa on Thursday, European Union leaders unveiled a 4.7 billion euro ($5.10 billion) investment package, at a time when their relationship with the United States is worse than it has been in decades.

In light of Africa’s leadership of the Group of 20 countries, which U.S. officials have so far mostly ignored, the European leaders said the visit was a chance to deepen their relationship with the continent’s most developed economy.
