Biden claims that if North Korean forces invade Ukraine, Ukraine should retaliate

U.S. President Joe Biden expressed alarm over North Korean forces in the Kursk area of Russia on Tuesday and stated that Ukraine should retaliate if North Korean troops invaded Ukraine.
