Namibia and Rwanda form a correctional services partnership

Rwanda and Namibia have formalized an implementation framework and action plan to put into effect a Memorandum of Understanding on correctional cooperation that was signed earlier this year.

This week, a signing occurred during a two-day official visit to Namibia by Evariste Murenzi, the Commissioner General of the Rwanda Correctional Service, who was invited by his counterpart, Raphael T. Hamunyela, the Commissioner General of the Namibian Correctional Service.

During the visit, the two officials signed the framework detailing collaboration in various areas, such as training and staff development, security intervention techniques, and the exchange of information on correctional management and offender rehabilitation.

The collaboration additionally encompasses social reintegration initiatives and technical cooperation in areas like biogas technology and food production.

Murenzi and his delegation toured the Lucius Sumbwanyambe Mahoto Correctional Service Training College, where they reviewed programs in basic correctional training, administration, operations, leadership, and other areas identified for collaboration, such as curriculum development, research, talent management, and the secondment of instructors.

The visit enhances the broader cooperation between Rwanda and Namibia, which was established through a General Cooperation Agreement signed at the African Union Summit in February 2023. It indicates both nations’ commitment to strengthening institutional connections within the corrections sector.

The recently established framework facilitates enhanced collaboration between correctional services across various operational domains, such as staff capacity-building, specialized security methods, and the sharing of knowledge regarding inmate rehabilitation and correctional management.
